"My remarks will examine the general equilibrium problems associated with introducing water markets and water trading in a region. I will highlight the factors required for the efficient operation of a water market. Then I will discuss why these factors are difficult to obtain and how water markets interact with other natural resource markets. Included will be a discussion of inter-media environmental trading. Finally, I will discuss how water trading systems are emerging in the Great Lakes Basin."
