Leonard
Shabman
Leonard Shabman became a
Resident Scholar in the Energy and Natural Resources division
of Resources for the Future in July 2002. Prior to that
time he was on the faculty in the Department of Agricultural
and Applied Economics at Virginia Tech, where he also served
as the Director of the Virginia Water Resources Research
Center from 1995 until 2002.
Shabman received his Ph.D.
from Cornell University. During his career he has served
as a staff economist at the United States Water Resources
Council (Oct. 1977-Oct. 1978), as Scientific Advisor to
the Assistant Secretary of Army, Civil Works August (1984-1985)
and as Visiting Scholar at the National Academy of Sciences
National Research Council (2001). He is a member of the
National Academy of Sciences, National Research Council,
and Water Science and Technology Board and has served on
several NRC committees. His current research includes 1)
an assessment of the history and consequences of permitting
under Section 404 of the Clean Water Act, 2) strategies
for water quality standard setting under the Clean Water
Act, 3) design of cap and allowance trading systems for
water quality management and 4) development of evaluation
protocols for large scale ecosystem restoration projects.
