Joseph Freedman is a senior attorney in the International Environmental Law practice group in the U.S. Environmental Protection Agency’s Office of General Counsel. For many years, Freedman has represented EPA in the negotiation and implementation of numerous international environmental agreements, and in the development of U.S. international environmental policy. Prior to that, he provided litigation and regulatory counsel within EPA on a wide range of issues, including marine and freshwater pollution, hazardous waste, and Superfund liability. He began his career as an associate with the New York firm of Hughes, Hubbard & Reed. Freedman has taught at the University of New Mexico and University of Oregon Schools of Law, and studied at the Université Libre de Bruxelles in Belgium. Freedman is a graduate of the University of Chicago and the University of Michigan Law School.
