Harry R. Marshall Jr. served as a senior legal adviser in the Department of Justice's Office of International Affairs from 1991-2011. He has also worked as principal deputy assistant secretary at the Bureau of Oceans and International Environmental and Scientific Affairs, Department of State (1981-85); a senior attorney for the Arms Control and Disarmament Agency (1976-80); vice president for Martin Marietta International, Inc., Hong Kong and Beijing (1985-89); a consultant with Japan National Aeronautical and Space Development Agency (1990-91); and in private law practice in New York City (1966-76).

He has served as chair of the ABA Criminal Section Committee on International Law (1995-99) and has bar memberships in New York and various federal courts. He was a Gowen Fellow (1965-67) at Cambridge University.
