Course Description:

This course is about the relationship of the federal courts to state courts as well as the other branches of the federal government. Accordingly, the course explores both federalism and the separation of powers. Topics covered include the scope of federal question jurisdiction, congressional power to restrict federal court jurisdiction, Supreme Court review of state court judgments, sovereign immunity, federal habeas corpus, and various statutory and judge-made barriers to the exercise of federal jurisdiction.

PREREQUISITE: Civil Procedure, Constitutional Law
