Course Description:
In this seminar, we will explore the dimensions of fiscal federalism with special emphasis on the ways in which state and local governments are able to generate and spend revenue. Particular attention will be paid to the ways in which the ongoing economic downturn affects financial decisions in particular and issues of governance in general. Specific topics may include appropriate uses and consequences of debt financing; comparative federal/state/local ability to use fiscal policy as tools to provide targeted incentives; and challenges in financing “adequate” K-12 education in the face of shifting demographics and increasing wealth disparities.
ATTENDANCE REQUIREMENT: Attendance at all class sessions is required. Enrolled students who do not attend the first class session will be dropped. Students seeking to enroll in this course must attend the first class session.
