A graduate of Arizona State University (B.A., J.D.) and the University of Virginia (LL.M.), Judge Hawkins was appointed by President Clinton and began service as a U.S. Circuit Judge for the Ninth Circuit in September 1994. Judge Hawkins served to the rank of Captain in the U.S. Marine Corps from 1970 to 1973, completing his service as a special courts martial military judge. He engaged in the private practice of law from 1973 to 1977 and again from 1980 to 1994, interrupted by service as U.S. Attorney for the District of Arizona (1977-80). While in private practice, he frequently served as a judge pro tempore of the Arizona Court of Appeals and twice served as special prosecutor for the Navajo Nation.
Judge Hawkins is a member of the Bankruptcy Administration Committee of the U.S. Judicial Conference. A 1995 recipient of Arizona State’s Alumni Achievement Award, he also was honored in 2003 by the State Bar of Arizona with its Outstanding Jurist Award. He maintains his chambers in Phoenix and San Francisco.
