Edward L. Flippen

Edward Flippen has 35-plus years of experience in all manner of energy regulatory proceedings, including matters concerning approval of power plants, transmission lines, affiliate and/or financing applications, as well as general and expedited rate proceedings, and special rate/rate design matters, among others. He has also participated in special investigations involving electric holding companies, imprudence actions and affiliate gas supply management approvals, and has handled numerous appeals before the Virginia Supreme Court and appellate courts in other jurisdictions.

In addition to his law practice, Flippen has lectured at numerous universities in the U.S. on such topics as trade regulation at the Graduate School of Business at the College of William & Mary; economic regulation at the University of Virginia School of Law and at the Washington and Lee University School of Law; economic regulation and applied business and law at the College of William & Mary School of Law; economic regulation and antitrust at the Duke University School of Law; and economic regulation and corporate finance at the University of Richmond School of Law. He has also been a guest lecturer at universities in Australia, Germany, France, Scotland, Sweden, Switzerland, Canada, and in the United Kingdom at the LSE, Cambridge and Oxford.

Flippen has authored numerous articles on economic regulation, and is listed in The Best Lawyers in America and Virginia Super Lawyers. Flippen received his MBA and J.D. from the College of William & Mary, where he served on the Board of Visitors (2010-14). He is currently a lecturer on energy regulation and policy at the University of Virginia School of Law and the Queen Mary University of London.

formerly partner of the Energy & Environmental Group, McGuireWoods, 1999-2010; partner, Energy Practice Group, Troutman Sanders, 1981-99; assistant general counsel, Duke Power Company, 1980-81; deputy general counsel, associate general counsel, and general attorney, Virginia State Corporation Commission, 1975-80.
