He has served as chairman of the ABA Criminal Justice SectionCommittee on International Law (1995-99) and on various committees with the Association of the Bar of the City of New York during 1966-76. He is a member of the bar in New York and various federal courts. He was a Gowen Fellow (1965-67) at Cambridge University.

Harry R. Marshall Jr. was engaged as a senior legal advisor in the Department of Justice's Office of International Affairs from 1991-2011. He has also served as acting assistant secretary in 1981 and as principal deputy assistant secretary during 1981-85 in the Bureau of Oceans and International Environmental and Scientific Affairs, Department of State and as a senior attorney and member of the U.S. SALT delegation for the Arms Control and Disarmament Agency (1976-80). Following his career in the State Department, he was a vice president for Martin Marietta International Inc., Hong Kong and Beijing (1985-89) and an international consultant with Japan National Aeronautical and Space Development Agency (1990-91). Previously he was engaged in private law practice in New York City (1966-76).
