Kevin D. Rooney

Kevin D. Rooney has practiced law in Washington, D.C. and served in several senior leadership positions of the U.S. Department of Justice over the past 40 years. As the assistant attorney general for administration in both the Carter and Reagan administrations, he was Justice’s chief management and financial officer from 1977 to 1984. His law firm, Rooney & Associates, provided legal and government relations services in Washington from 1984 to 1994.

In 1995, Rooney returned to Justice and served as assistant director of the Bureau of Prisons, acting commissioner of the Immigration and Naturalization Service and head of the U.S. Immigration Courts and Board of Immigration Appeals as director of the Executive Office for Immigration Review from 1999 to 2007.

Prior to his tenure as assistant attorney general, Rooney was a staff member at the Veterans Administration (1967-1968 and 1970-1973) and the Department of Justice (1973-1977). He served in the U.S. Army from 1968 to 1970.

Rooney has extensive experience as a witness before the Congress, as a speaker at national assemblies and bar functions and in representing corporate interests to the Congress and government agencies. He currently serves as a consultant and as general counsel for Solon Legal Group in Washington, D.C.
