Course Description

This course explores consumer financial regulation in the U.S., focusing on federal laws and regulations. Key statutes, including the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010, will be examined along with their implementing regulations. The course will also analyze the role of certain regulatory agencies in enforcing consumer protection laws and consider how consumer finance intersects with economic justice, legal obligations, and regulatory compliance. Through assigned readings, legislative analysis, case studies, and discussions of current issues, students will explore salient topics such as predatory lending, credit reporting, and emerging financial technologies (FinTech). At the conclusion of the course, students will formulate an understanding of federal-consumer financial regulatory architecture and its impact on consumers.

Written Work Product

Students will be required to submit two short papers (directly to the instructor not via EXPO) during the semester (each weighted 20% in grading), and a final paper will be due via EXPO by December 17, 2025 (the day before the last day of the finals period) weighted 40% of final grade. Students will also be evaluated based on class participation (weighted 20% of final grade). The final paper is not designed as a substantial research paper, so a student who wishes to make that paper eligible for their upper-level writing requirement must initiate a "special request" to write a substantial research paper by September 29, 2025.
