Course Description

This course will provide an in-depth look at the Medicare Program and, to a lesser extent, Medicaid, with a focus on coverage, payment, and compliance requirements for health care providers. Instructors will employ several practical skills exercises and problem-solving elements requiring students to digest client fact patterns and provide analysis. The ultimate goal is that the student be able to (1) issue spot; (2) develop skills to counsel clients in a complicated legal/regulatory environment; (3) know the resources/sources of law that lawyers access to evaluate issues and, of course, have an understanding of how to make sense of those resources; and (4) get a sense of the role judgment plays in advising clients and handling matters that arise in practice.

Written Work Product
Written Work Product: A final paper/memo (~10 pages) will be due via EXPO no later than noon on the last day of the finals period. Students will be provided a list of possible paper topics (between 6 and 12 topic choices),

Other Work
Students will perform several substantive, practical exercises and/or problem-solving elements throughout the semester, requiring students to digest a potential client’s question or fact pattern and complete an exercise or analysis using the analytical tools and resources from the seminars/lectures and assigned readings, as well as any supplemental materials provided for the given exercise. Practicum exercises/projects may be designed to be handled by teams of two or more students, but with discrete, easily divisible pieces.
