David W. Carr

David W. Carr Jr. is general counsel and a public lands and renewable energy policy expert at the Southern Environmental Law Center in Charlottesville. He spent 20 plus years leading SELC’s national forest and parks program and has litigated clean air, wetlands, public lands and NEPA cases. Carr currently evaluates new renewable energy sources such as offshore wind power and the use of forest biomass to generate power, to ensure protection for related natural resources. In the last five years, he has worked at the state and federal level to advance policies supporting offshore wind development in the mid- and south-Atlantic. Since 2009, he has focused on the threat to Southeast forests and the climate posed by a rapidly growing reliance on burning wood for producing electricity.
