Richard F. Smith

Richard Smith is founding partner and senior counsel at Smith Pachter McWhorter PLC. He earned a B.S. in 1966 from Wake Forest University, an LL.B in 1969 from the University of Virginia, and an LL.M in 1973 from George Washington University. He is a former partner in Wickwire Gavin and Lewis, Mitchell & Moore. He served in the United States Air Force JAG Corps at Wright Patterson AFB and at the Armed Services Board of Contract Appeals.
Smith is a fellow of and formerly served on the Board of Governors of the American College of Construction Lawyers. He is also a fellow in the College of Commercial Arbitrators. He has been on the Governing Committee of the ABA Forum on the Construction Industry, and in 2010 won the Cornerstone Award, the highest award given by the Forum. He has twice been Chair of the Virginia State Bar Construction & Public Contracts Law Section and has been on the Council of the Virginia Bar Association Construction & Public Contracts Law Section.
Smith is a contributing author to the ABA Construction Law Textbook and is a contributing author and editor of the VACLE Virginia Construction Law Deskbook.
He has lectured on government contracts at the William & Mary Law School and the University of Richmond Law School. He has also taught business law in the Averett University MBA program.
