Ellen Liebowitz, who retired in May 2025 from government service after more than 30 years, was an appellate immigration judge at the Board of Immigration Appeals, the highest administrative tribunal for interpreting and applying immigration law in the United States and a component of the U.S. Department of Justice’s Executive Office for Immigration Review. Previously, she served in several immigration positions in the Executive Office for Immigration Review, including tenures as senior legal adviser and attorney adviser to the Board of Immigration Appeals.
