As I've written time and again in these pages, the primary goal of legal writing is to make sure that our point is unmistakably clear to the reader. And one of the most helpful tools for clarifying and distilling your message is the list. Whether numbered or bulleted, lists attract the reader's eye and present information in a digestible way, especially when the list is broken out vertically into separate lines for each item. I'm surprised they're not used more often in legal contexts; I wish they were.
